Section 244-4 lets the Director of the Department of Public Works declare a snow emergency, and once declared, parking is prohibited on every county road designated as a snow emergency route. Any vehicle using county roads during that emergency must be equipped with snow tires, snow chains or all-weather radial tires; driving or parking without them is itself a violation of the section, separate from the parking ban. The county does not mail or post individual notice of an emergency: Section 244-4(B) requires only an announcement over local county or Baltimore radio stations plus whatever additional public notice the Director finds practical under the circumstances.

A vehicle ticketed for parking on a snow emergency route is fined $50 under Section 244-20(C), the highest flat parking fine the chapter sets apart from handicapped-space and fire-lane violations. If a vehicle is left on a snow emergency route or any county road for more than 24 hours, or is left unattended long enough to impede traffic or threaten public safety, Section 244-18 lets the Director of Public Works impound it and bill the owner for towing and storage before the vehicle can be reclaimed.

The Director also retains general authority under Sections 244-2 and 244-3 to post and enforce closed-road and no-parking signs for snowplowing and other public-works operations, and disregarding a posted sign carries its own $25 or $30 fine depending on which section applies.
