Kansas City, MO Parking Rules: Snow Removal Parking Rules (2026)

City Code § 70-269(b) gives the power to declare a parking emergency to the city manager, and the wording lets that happen before a storm arrives. The trigger is met whenever snow has accumulated, or there is a possibility that snow will accumulate, to such a depth that snow removal operations will be required. Kansas City drivers should not wait for snow on the ground before checking whether an emergency is in effect, because a possibility of accumulation that would require removal operations is enough under the section.

Once the city manager declares the emergency, the restriction is direct: no vehicles shall be parked on any streets designated as snow routes by appropriate signs. The ban is tied to signage, so it reaches only the streets posted as snow routes, and a Kansas City block without snow route signs is not covered by this subsection. The ban also has no fixed clock. It runs until the emergency is terminated, so it can outlast the snowfall itself.

Vehicles that were parked on a snow route before the declaration are not in violation immediately. § 70-269(b) says all vehicles parked on such streets must be removed within two hours after declaration of an emergency or be considered in violation of the section. The two hours are measured from the declaration, not from the time snow starts falling and not from the time an owner learns of the emergency. After that window, a car still sitting on a signed route is in violation for as long as the emergency lasts.

The same code section also has a separate driving emergency provision. It bars operating a vehicle so that it stalls for lack of tire chains or snow tires during hazardous conditions.
