Section 70.02 authorizes the city to suspend or restrict parking on any street or highway whenever a snowfall of five inches or more occurs, whenever streets become icy, or whenever any other weather emergency requires it for public safety, plowing, or preventing traffic obstruction. The restriction can cover the whole city or just a portion of a street, and lasts for as long as public necessity, the street condition, or the emergency continues. Normally the city must give notice at least one hour before the restriction takes effect, using signs, closing off streets, publishing in a daily city newspaper, or broadcasting on local radio stations, but subsection (C) creates an automatic-notice rule specific to major snowfall: 'Any snowfall of five inches or more shall, in itself, be deemed sufficient notice that any parking will obstruct traffic or the removal of snow upon a public street or highway and is prohibited.' That means once five inches has fallen, no separate sign, broadcast or newspaper notice is legally required before a parked car becomes a violation; the snow total itself is the notice.
