Baltimore County adopts Maryland's Rules of the Road, so the state parking prohibitions in Md. Transportation Article Section 21-1003 apply on county roads: no parking on a sidewalk or crosswalk and no parking within 15 feet of a fire hydrant. County-specific rules sit in Baltimore County Code Article 18, Title 2 (Vehicles and Traffic), which covers obstruction of streets and alleys (Section 18-2-202), parking an unregistered vehicle (Section 18-2-203), and restrictions on standing (Section 18-2-204). Individual communities may also have posted time limits or permit zones. There is no countywide blanket ban on overnight residential street parking.
