Full Breakdown
Chapter 70, "Parking Regulations," is the county's on-street and public-lot parking code for the unincorporated area. 04 lists what a driver may not do: park where a traffic control device prohibits it, park in a fire lane or an unpermitted handicapped space on private property that is open to the public, park along roads inside a designated reservoir or watershed area except where signage allows it, or park in any area covered by Md. Code, Transportation Article, § 21-1003, which the county code adopts by reference.
01 to include county- and state-owned property, the paved lots and driveways of retail stores, shopping centers, hospitals, schools and churches, and roads around the Liberty and Prettyboy Reservoirs. 05. Citations are payable within 30 days to the County Commissioners' Collections Office at 225 North Center Street, Westminster. 07, but an uncontested citation stands as prima facie evidence of guilt. 09 assigns enforcement to the Carroll County Sheriff's Office.
Violations & Fines
Violations of §§ 70.01 through 70.09 are fined under the schedule the District Court of Maryland sets for Transportation Article offenses (§ 70.99). Failing to pay by the deadline, skipping a filed trial date, or not appearing after electing trial triggers a hold on the vehicle's registration or transfer through the Motor Vehicle Administration under § 70.08.
