(A) Parking prohibited on county roads.
(1) No person shall park, stop, leave or abandon any motor vehicle on the traveled portion of any road or highway constructed or maintained by the County Board of Commissioners. Further, no person shall park, stop, abandon or leave any motor vehicle on the county right-of-way or easement within five feet of the traveled portion of said road or highway; provided, however, that in the case of a residential or business district as defined in this traffic code, no person shall park, stop or abandon any motor vehicle on a county right-of-way so as to block any portion of a lane of traffic not designed for parking unless directed to do so by an official traffic-control device, or when waiting to enter a parking space.

14 of the county traffic code, adopted by Ordinance 7-1983 on December 20, 1983, sets the on-street parking rules for unincorporated Clark County. 14(A)(1), no one may park, stop, leave or abandon a motor vehicle on the traveled portion of a county road or highway maintained by the County Board of Commissioners, and no vehicle may be left on the county right-of-way within five feet of the traveled portion. 14(A)(2) excuses a vehicle that is stalled or disabled if the driver works to move it as soon as reasonably possible.
14(C) prohibits parking a vehicle on a roadway for the principal purpose of displaying it for sale or greasing or repairing it, except for emergency repairs. 14(E) lets the County Commissioners designate no-parking zones with yellow curb paint, which by itself gives legal notice that parking is prohibited there. 14(F), the County Sheriff or any law enforcement officer with jurisdiction may have an illegally parked, stopped or abandoned vehicle removed, and the owner bears the towing cost.

Parking violations under § 70.14 carry a fine of up to $100 under § 70.99(C). If an unattended vehicle is found illegally parked, the officer records its plate and any identifying markings and affixes a citation to the vehicle under § 70.99(A)(2); proof that the registered owner's vehicle was parked in violation creates a prima facie presumption under § 70.99(A)(3) that the owner is the person who parked it. Fines are deposited in the county's Motor Vehicle Highway Account.
