Kootenai County, ID Parking Rules: Street Parking Limits (2026)

Code 5.2.205 folds Idaho's state stopping and parking statutes, sections 49-659 through 49-662, directly into county law, then adds county-specific bars: no one may stop, stand or park where a posted parking regulation prohibits it, whether on a public roadway or on county-owned or county-regulated property, except when avoiding a traffic conflict, following a peace officer's direction, or briefly loading and unloading merchandise or passengers while actually engaged in that activity. Tearing down or defacing a posted parking sign is also barred. The ordinance applies only in the unincorporated area and was adopted with the concurrence of the Lakes, Post Falls, Worley, and East Side highway districts, whose own roadway jurisdiction the county doesn't intend to override (5.2.202, 5.2.209).

Enforcement runs on the Idaho uniform citation, and if an officer can't find the driver, the citation can be left on the windshield and counts as personal service (5.2.206). In court, simply proving the vehicle was parked illegally and that the defendant was its registered owner creates a presumption that the registered owner did the parking, rebuttable with evidence like a lease or rental agreement showing someone else had the car at the time (5.2.207). A deputy may also tow and impound any vehicle found abandoned or illegally parked, billing the towing, storage, and keeping costs to the owner as a lien against the vehicle (5.2.208).
