030 renames the prefix from RCW to WCTC, Whatcom County Traffic Code, so the same text is prosecuted locally. 060 keeps the adoption current by folding in any later legislative amendment to these RCW sections automatically, without a separate county ordinance. 565, Officers authorized to remove illegally stopped vehicle, so a car blocking a driveway or parked backward against traffic can be towed, not just cited.
