The Board of Supervisors may by resolution designate portions of any county highway as no-parking zones, tow-away zones, time-limited zones, or angle parking zones; restrictions apply only where signs are posted.
Under Santa Barbara County Code Chapter 23 (Motor Vehicles and Traffic), Article I, § 23-11, the Board of Supervisors is authorized to designate portions of any highway under county jurisdiction as time-limited or altogether prohibited parking during certain hours, as 'No Parking Zones,' 'No Parking Zone — Tow Away Zones,' areas where parking is prohibited between 1:00 a.m. and 6:00 a.m., 'Handicapped Parking Zones,' or 'Angle Parking Zones' (except on state highways). Restrictions take effect only after signs giving notice are posted. The county Sheriff and Public Works Director enforce these restrictions in unincorporated areas, and civil parking penalties are processed under California Vehicle Code § 40200 et seq.
Parking in violation of a posted no-parking zone, time limit, or tow-away zone is a civil parking infraction processed under California Vehicle Code § 40200 et seq. Vehicles in marked tow-away zones may be removed at the owner's expense. Continuing violations may also be subject to administrative fines under Chapter 24A.
