Summary

Utah County Code § 8.10.020 lets the County Sheriff's Department post signs banning or limiting parking on any county road it finds dangerous or a disruption to traffic flow, and § 8.10.030 separately bans parking a vehicle on a roadway to display it for sale, repair it outside an emergency, post advertising, or sell food or merchandise in a business district. The rule applies to unincorporated county roads only.

City-specific rules exist: Eagle Mountain, Lehi, Orem, and Provo have their own street parking limits rules that differ from Utah County's county-level regulations. If you live in one of those cities, check the city-specific page instead.

The County Sheriff's Department or designee may place signs on all county roads and highways prohibiting or restricting the parking of vehicles where in its opinion, as evidenced by an order entered in its records, such parking is dangerous to those using said roads or where the parking of vehicles would unduly interfere with the free movement of traffic thereon. ... No person shall park or operate a vehicle upon any roadway for the principal purpose of: displaying such vehicle for sale; repairing such vehicle, except repairs necessitated by an emergency; displaying advertising; or selling foodstuffs or other merchandise in any business district.

Full Breakdown

020 to place signs on any county road or highway prohibiting or restricting parking whenever, in the department's judgment evidenced by an order entered in its records, parking is dangerous to road users or unduly interferes with the free flow of traffic. The same section lets the Sheriff's Department regulate parking, stopping, and standing on any county-owned or -operated off-street lot, but no such restriction takes effect until the required signs are erected. 030, Parking For Certain Purposes Prohibited, bars parking or operating a vehicle on any roadway for the principal purpose of displaying it for sale, repairing it except for emergency repairs, displaying advertising, or selling foodstuffs or merchandise in a business district.

010 gives the Sheriff authority to erect the traffic-control devices and signs that make these restrictions enforceable, while requiring the Utah Department of Transportation's separate approval for any device placed on a UDOT highway. 050 creates a rebuttable presumption that the registered owner controlled the vehicle at the time of the violation, shifting the burden to the owner to show otherwise. 010 caps the punishment at a $1,000 fine, six months in jail, or both, with each day of a continuing violation a separate offense. These restrictions bind only county roads outside Provo, Orem, and the county's other incorporated cities.

Violations & Fines

A parking violation under Chapter 8.10 is a class B misdemeanor per § 8.01.020, punishable under § 1.04.010 by up to a $1,000 fine, up to six months in county jail, or both. A Sheriff's officer may relocate or order the removal of an illegally parked vehicle under § 8.10.040, and § 8.10.050 presumes the registered owner was in control of the vehicle when it was cited.

Frequently Asked Questions

Can the county ban parking on any street it wants?
Only after posting signs. Section 8.10.020 lets the Sheriff's Department restrict parking on any county road it finds dangerous or disruptive to traffic, but the restriction has no legal effect until warning signs are erected at the location, and the same notice rule applies before parking is limited on county-owned lots.
Is it illegal to park my car on the street with a for-sale sign?
Yes, inside unincorporated Utah County. Section 8.10.030 makes it unlawful to park or operate a vehicle on a roadway for the principal purpose of displaying it for sale, so leaving a for-sale vehicle parked on a county road can draw a citation even without a no-parking sign posted.
What happens if my car is towed for illegal parking?
Under § 8.10.040 a Sheriff's officer can move the vehicle or order the driver to relocate it, and § 8.10.050 presumes the registered owner was in control at the time, so the owner bears the burden of proving otherwise if cited or billed for towing costs.
