An unsafe structure is one that is found to be hazardous to the life, health, property or safety of the public or the occupants of the structure by not providing minimum safeguards to protect or warn occupants in the event of fire, or because such structure contains unsafe equipment or is dangerous. All unsafe structures shall be taken down and removed or made safe and secure as deemed necessary by the code official and as provided for in this code.

Under the Property Maintenance Code (Chapter 7, adopting the 2024 International Property Maintenance Code with local amendments), the code official can declare a structure unsafe, unfit for human occupancy, or unlawful and order it repaired, closed up, or demolished. If the owner does not comply, the County can perform the work itself through a contractor and charge the cost against the property as a lien (Sec. 109.9.1, 111.1).
