The City of Laredo Code Enforcement Division enforces blight provisions through the adopted International Property Maintenance Code and Chapter 24 of the Laredo Code of Ordinances covering nuisances. Prohibited conditions include accumulated rubbish, junk, or debris visible from public right-of-way; inoperable or unregistered vehicles stored in open view; structures with broken windows, holes in roofs, or peeling paint creating nuisance; overgrown vegetation exceeding 12 inches; and abandoned or dilapidated structures. Enforcement begins with a Notice of Violation giving 10 to 30 days to abate. If the owner fails to comply, the city may abate the nuisance (mow, remove debris, board up) and place a lien on the property for costs plus administrative fees. Dangerous structures may be referred to the Building Standards Board for demolition orders under TX Local Government Code Ch. 214.
Fines up to $500 per violation per day under municipal authority, or up to $2,000 per day for nuisances affecting public health and safety. Liens attach to property title.
