Henrico County Code prohibits property owners from letting trash, garbage, refuse, litter, and 'clutter' (mechanical equipment, furniture, containers) accumulate where it endangers residents' health or safety. Because Henrico has no incorporated towns, the county rule applies to every resident.
Henrico County Code § 10-100(a) makes it unlawful for any owner to allow the storage or accumulation of trash, garbage, refuse, litter, and clutter (except on land zoned for or in active farming operation) and other substances that might endanger neighbors' health or safety. 'Clutter' is defined to include mechanical equipment, household furniture, containers, and similar items detrimental to a community when left in public view for an extended period or allowed to accumulate. The county's Division of Community Maintenance (Department of Community Revitalization) enforces the rule; an inspector first issues a written notice of violation, then may issue a summons if the owner does not voluntarily clean up.
