Manchester, NH Property Maintenance: Property Blight (2026)

Under Manchester's Housing Code (Ch. 150), the Planning and Community Development Department can declare a dwelling unfit for human habitation for dilapidation, dangerous structural defects, fire hazards, inadequate ventilation or sanitation, overcrowding, or other health and safety violations (§ 150.144). After a complaint or inspection triggers a notice and hearing, the Department issues a written order requiring the owner to repair, alter, or improve the dwelling, or to vacate and close it, if that can be done at reasonable cost relative to the dwelling's value: otherwise the order requires removal or demolition (§ 150.147). Owners can appeal to the Board of Mayor and Aldermen, and unresolved cases go to Superior Court, which can likewise order repair or demolition (§§ 150.148–150.150). Costs the city incurs become a lien on the property (§ 150.151).
