ROH Section 40-7.4, within Chapter 40 Article 7, is Honolulu's primary blight-enforcement tool. The owner has 30 days to cut and remove the material. If not done, the city may enter, abate the condition, and bill the owner. Unpaid costs become a lien against the property and accrue 7 percent interest annually until paid. Owners have appeal rights under the chapter's administrative procedures.
Failure to comply with a cleanup notice leads to city abatement at owner expense, a recorded lien, and can result in additional civil fines for repeat or hazardous conditions.
