Vacant structures must be maintained in a clean, secure, and sanitary condition so as not to cause a blighting problem. The Planning and Development Services Property Maintenance Division administers enforcement. Citations begin at $100, escalate to $200, then $300 for unresolved violations; the city may also perform abatement and bill costs to the property owner as a special assessment.
