The city also adopted the 2021 International Property Maintenance Code (IPMC) via Chapter 150, requiring all structures and premises be maintained free of blight, unsafe conditions, and unsanitary hazards. Vacant structures must be maintained in a clean, secure, and sanitary condition so as not to cause a blighting problem. The Planning and Development Services Property Maintenance Division administers enforcement. Citations begin at $100, escalate to $200, then $300 for unresolved violations; the city may also perform abatement and bill costs to the property owner as a special assessment.
