VMC Ch. 17.32 (Unfit Buildings and Premises Code) covers dwellings and structures suffering from dilapidation, structural defects, fire hazards, inadequate drainage, or conditions detrimental to public health. VMC 17.32.040 defines unfit dwellings as those where supporting members show 33% or more damage, or non-supporting members 50% or more damage. VMC 17.32.050 covers unfit premises including unsecured inoperable vehicles, dilapidated fences, sheds, or carports posing hazards. Upon finding a violation, the Building Official issues a notice and order; owners have an opportunity to appeal via the hearings examiner (VMC 22.03). If owners fail to comply after exhausting appeals, the city may abate through repair, closing, securing, or demolition and bill the owner for all costs. Summary abatement is available
