Brownsville, TX Property Maintenance: Snow & Sidewalk Clearing (2026)

The code carries no snow or ice clearing requirement and the city runs no winter sidewalk program. Abutting owners owe three duties instead. Section 46-31(b) requires persons owning or occupying property to keep the sidewalk in front of their premises free of litter. Section 46-45 bars letting debris, soil, grass or weeds spill over the curb into the gutter or erode onto the sidewalk and storm drainage. Section 54-62(e) puts removal of trash and mowing of grass and weeds over 18 inches on the owner for the part of the property abutting the street. Charter article II, section 16 charges sidewalk construction cost against the abutting owner, and section 17 lets the city declare a defective sidewalk a public nuisance.
