Because Clearwater is in west-central Florida, snow removal does not apply. Instead, Section 3-1503 of the Community Development Code addresses sidewalk and right-of-way clearance: property owners must prevent weeds, shrubs, or trash from extending more than four inches over the sidewalk or curb, and must maintain at least eight feet of vertical clearance above the sidewalk by trimming overhanging branches. Owners are also responsible for keeping sidewalks free of debris and obstructions that would impair pedestrian or wheelchair access. Code Compliance enforces these standards through notices, fines, and abatement.
Owners who fail to trim back vegetation or remove obstructions face code-enforcement fines, and the city may perform the trimming and bill the owner for the cost plus administrative fees.
