Clearwater prohibits accumulations of weeds, debris, junk, derelict vehicles, and other blight conditions on private property, with the city authorized to abate violations and lien the property for costs.
Section 3-1503 of the Clearwater Community Development Code defines as a public nuisance any property with weeds or grass over 12 inches, accumulated debris, junk, untended vegetation, hazardous trees, hazardous swimming pools, or conditions that harbor rodents, mosquitoes, or wood-destroying insects. Owners must keep structures painted and weather-tight, screens and windows in good repair, and yards free of inoperable vehicles or scattered materials. Code Compliance issues notices of violation, and unresolved violations escalate to the Municipal Code Enforcement Board, which can impose daily fines and order abatement at the owner's expense.
Daily fines run until compliance, and the city may enter property to abate the nuisance and record a lien for the cleanup costs against the parcel.
