Article VII of Chapter 32 of the Clearwater Code of Ordinances governs solid waste service. The city is the exclusive residential collector, and customers must use city-issued carts. Containers may be placed at the curb no earlier than 6:00 p.m. the day before collection and must be removed from the right-of-way by the end of the collection day. Between pickups, carts must be stored behind the front building line or otherwise screened from public view. Private commercial containers require city approval for placement, and overflowing or damaged containers can be cited.
First offenses typically generate written warnings, with continuing violations subject to code-enforcement fines accruing daily until the cart is properly stored or replaced.
