Under Chapter 27 of the city code governing solid waste collection, residential containers may be set out at the curb or in the alley (for properties with alley service) no earlier than 7:00 p.m. the day before scheduled collection. Containers must be removed from public view and returned to the side or rear of the residence by 7:00 p.m. on the day of collection. Carts must be on the curb by 7:00 a.m. on collection day because routes can begin at that time. Many older neighborhoods share 300-gallon alley containers among three to four households. Bulk waste, yard debris, and recyclables have separate setout rules, and overfilling, contaminated recycling, or chronically misplaced carts may trigger nonservice tags or code enforcement.
Leaving carts at the curb beyond 7 p.m. on collection day, setting out containers more than a day early, or storing carts in front yards may result in warning notices and code enforcement fines.
