010(k) is short and unqualified: it declares "an accumulation of leaves, snow, ice, rubbish and other litter or any obstruction upon a sidewalk" a nuisance the city can order abated. 080. Under that section, once the city manager's designee is satisfied a nuisance exists, an enforcing officer posts a notice on the premises and serves or mails a copy to the person responsible, directing that person to abate the nuisance within 10 days of the notice date. The notice must describe the property and the nuisance, state that the city may abate it and bill the cost to the person responsible if it isn't cleared, and advise that failure to abate can lead to court prosecution.
