City Code § 17.06.002 puts a standing duty on every owner or occupant whose property fronts a street to keep the abutting right-of-way, the sidewalk, the parkway strip between sidewalk and street, curbing, and guttering, in good order and clean of ice, snow, earth, or any substance that obstructs it or makes it dangerous. The code does not set a fixed number of hours to clear it after a snowfall; the duty is continuous, and Municipal Services can enforce it whenever the walk is left blocked.
