Bins may be placed at the curb no earlier than 5:00 PM the evening before scheduled pickup and must be retrieved and stored by the end of the collection day. Containers must be placed at the curb with lids closed and not blocking sidewalks or driveways. The city's waste hauler is EDCO (Escondido Disposal Company). Overflowing bins or accumulated trash outside containers constitutes a nuisance violation. Multi-family properties must maintain enclosed trash enclosures per SMMC development standards.
