Vista requires trash, recycling, and green waste carts to be stored out of public view except on collection days. Carts may be placed at the curb no earlier than the evening before collection and must be retrieved by the end of collection day. Carts left at the curb beyond the allowed timeframe are subject to code enforcement.
The City of Vista contracts with EDCO Disposal Corporation for residential waste collection. Each household receives trash, recycling, and green waste carts. Carts must be placed curbside by 6:00 AM on the scheduled collection day and may be set out no earlier than 5:00 PM the prior evening. Carts must face the street with lids closed and handles toward the house. At least 3 feet of clearance is required between carts, mailboxes, vehicles, and other obstructions. After collection, carts must be retrieved and stored out of public view by the end of the collection day. Between collection days, Vista Municipal Code requires carts to be stored behind the front building line, in a side yard, garage, or other screened location so they are not visible from the street. Overflowing carts may not be collected. Extra waste should be placed in bags next to the trash cart. Residents may request additional carts or larger cart sizes through EDCO for an additional monthly fee.
Carts left at the curb outside the permitted timeframe or visible from the street between collection days may result in a code enforcement notice. Initial violations receive a warning with a compliance period. Continued violations may result in administrative citations starting at $100.
