In unincorporated Bostonia, the property owner or occupant must store all refuse and designated recyclables safely and sanitarily, keeping recyclables separate from trash. Containers must be large and numerous enough to hold everything without overflowing, and placed so they don't create a traffic, litter, or aesthetic problem.
San Diego County Code SEC. 68.521.5 makes the owner, operator and/or occupant of any premises responsible for safe, sanitary storage of all refuse and designated recyclables, stored separately. SEC. 68.563 sets customer standards: containers must be adequate in size and number to contain all refuse generated within the removal period without overflowing; bags must be tied or sealed; and containers must be placed so as not to create a traffic, aesthetic, litter, or other problem. Bostonia is served by non-exclusive franchise haulers, not by the County itself.
Overflowing or improperly stored containers can be enforced as a public nuisance; the Authorized Enforcement Official may issue a citation under SEC. 68.581 (infraction/misdemeanor) after seeking voluntary compliance.
