San Diego County does not require a permit for residential backyard composting, and California's SB 1383 organics-recycling law promotes diverting food and yard waste from landfills. However, compost and green-waste piles fall under the same nuisance rules as other vegetation: an accumulation that becomes combustible near structures, or that creates odors or attracts vermin, can be declared a public nuisance and ordered abated. Keep piles managed, away from structures, and within defensible-space clearances.
