California SB 1383 (2022) requires all residents and businesses to separate organic waste (food scraps, yard trimmings, food-soiled paper) from trash. Escondido's franchise hauler EDCO Waste provides green-waste/organics carts to all single-family homes as part of standard service β food scraps go directly into the green cart with yard waste. Multi-family properties and businesses must arrange organics service directly with EDCO. Backyard composting and worm bins are allowed on any residential parcel; no permit required if the pile stays under 100 sq ft, is set back 5 ft from property lines, and does not produce odor or vectors. Commercial-scale composting requires a San Diego County DEH permit.
Placing organic waste in trash cart: first violation is a warning, then CalRecycle allows fines up to $50 (residential) or $100 (commercial) per incident after 2024 enforcement ramp-up. Escondido's Code Enforcement issues corrective notices before citations.
