Escondido regulates tree trimming under the vegetation and fire codes. Trees in public right-of-way require a written permit from Parks and Recreation. Pruning of mature or protected trees may not remove more than one-third of the living crown.
No person shall cut down, destroy, or move a tree in any public street right-of-way or public park without a written permit from the Director of Parks and Recreation. Applications must state the number, species, size, and location of trees, plus the reason for the requested action. For trees on private property, trimming of mature or protected trees may not involve topping but allows removal of up to one-third of the living crown during a single pruning. Lower 6 feet of branches on trees taller than 18 feet should be trimmed per fire clearance standards. Tree spacing of 10 feet minimum is required for fire safety. Aerial canopies should be cleared 20 to 100 feet from structures. Routine maintenance may not involve removal of sensitive biological habitats or protected tree species.
Cutting a public tree without permit: misdemeanor. Improper pruning of protected tree: fine and restoration required.
