Escondido's Weed Abatement Ordinance (No. 96-18) designates overgrown weeds, rubbish, and refuse as a public nuisance. The Fire Chief has authority to issue abatement notices. City will abate and bill the property owner if not complied with.
Ordinance No. 96-18 designates responsibility for eliminating public nuisances created by weeds, rubbish, and refuse on property. Weeds include: plants with downy or wingy seeds at maturity; sagebrush, chaparral, and brush that becomes a fire menace when dry; poison oak and ivy when a public health menace; overgrown vegetation likely to harbor rats or vermin; and dry grass, stubble, or flammable material endangering public safety. The Fire Chief or agent determines whether a nuisance exists and causes written notice to be issued. Property owners have the right to destroy or remove weeds before city personnel arrive to avoid cost assessment. Failure to comply results in city abatement at the owner's expense. The Report It! app allows residents to report conditions within Escondido and the Rincon del Diablo Fire Protection District.
Notice to abate with deadline. Non-compliance: city abatement with costs assessed to property owner. Chronic violators face liens.
