SDMC 54.0201 declares all weeds, waste, or other obstructions on or in front of streets, sidewalks, and private property within San Diego to be public nuisances adversely affecting health, safety, and general welfare. Every property owner has the duty to maintain real property free from weeds, rubbish, and other waste. Grass and weeds must be cut to approximately 2 inches on flat parcels. Fire Prevention Services Inc. (FPSI) sends annual reminders to owners of vacant parcels and conducts inspections. Properties not in compliance receive a Notice of Violation under the Municipal Code and California Fire Code. A compliance period is provided. If the property is not cleared, the city contracts abatement work. All costs including administrative fees are billed to the property owner. Unpaid costs are placed as a special assessment lien on the property under SDMC 54.0206.
