Residents can self-haul to Miramar Greenery or backyard-compost yard waste, but food scraps should go in EDCO carts unless fully processed at home. HOAs cannot prohibit backyard composting under CA Civil Code Β§4735 landscape protections.
SB 1383 tiered enforcement: written warning first, then fines up to $50 first violation, $100 second, $250 third within a year.
