Bostonia is unincorporated San Diego County, so blight rules come from the County. Trash, debris, junk, and fire-hazard vegetation on private property are County-enforced public nuisances. But purely aesthetic upkeep (overgrown lawns, shabby fences/buildings) is treated as a civil matter Code Compliance will not pursue.
San Diego County Code Compliance investigates unincorporated-area complaints about storage of solid waste (trash and debris on property), abandoned/inoperable vehicles, and unpermitted structures. When a violation is declared, the County uses the Public Nuisance Abatement Procedure (SEC. 16.201, enacted under Gov. Code 25845) to order the owner to abate. The County states it does NOT investigate 'lack of general private property maintenance such as overgrown lawns, trees, shrubs, fences, and buildings' or CC&R issues, calling those civil matters. So general cosmetic blight is not a County ordinance violation, though fire-hazard vegetation and accumulated trash are.
Declared nuisances are abated via SEC. 16.201 et seq.; if the owner fails to comply the County may abate and bill the owner, recording an unpaid cost as a special-assessment lien on the property tax bill.
