On vacant lots in unincorporated Bostonia, San Diego County prohibits dumping brush, rubbish, construction waste or discarded appliances, and requires combustible vegetation be cleared. Accumulations are declared a public nuisance the County can abate, even though there is no general 'keep-it-tidy' aesthetic rule.
San Diego County Code SEC. 68.502 declares it a public nuisance for brush, rubbish, construction wastes, or discarded appliances to be placed or remain 'upon any vacant private lot, private property... street, road, highway, alley' or in any watercourse. Separately, the Defensible Space ordinance (SEC. 68.404) bars accumulation of combustible vegetation and flammable materials near improvements and property lines. SEC. 68.521.5 makes the owner responsible for sanitary storage of refuse on vacant OR occupied property. Vacant lots must therefore be kept free of dumped waste and cleared of fire-hazard weeds.
Nuisance accumulations are abated under SEC. 16.201; the Fire Warden may declare and abate combustible-vegetation nuisances (SEC. 68.405). Abatement costs unpaid within 15 days become a special-assessment lien.
