Escondido Municipal Code requires residents to place EDCO-provided trash, recycling, and organics carts at the curb no earlier than 6:00 PM the evening before collection and no later than 6:00 AM on collection day. Carts must be retrieved and stored out of public view by 6:00 PM on the collection day. Acceptable storage locations include side yards, rear yards, garages, or behind a screening fence not visible from the public street β not in front yards, driveways visible from the street, or parkways. Cart placement standards: at least 3 feet of clearance between carts and from obstructions (parked cars, mailboxes, low branches) to allow automated-arm truck servicing; wheels toward the house, arrows/handle toward the street; lids fully closed with no overflow. Organics (green) carts are mandatory under California SB 1383 (2022), which requires organic waste diversion statewide. Violations enforced by Escondido Code Compliance.
