Municipal Code § 28-155(a) prohibits parking a recreational vehicle on any highway, street, alley, public way, public place, or municipal parking lot in Escondido except in specific, listed circumstances. The main exception lets an RV or trailer park for a total of 48 hours before and 48 hours after a trip to allow loading and unloading, but only within 100 yards of the address where the vehicle is DMV-registered (§ 28-155(a)(1)). Other exceptions cover a vehicle disabled by an emergency or under emergency repair (though one that cannot be readily fixed and moved may still be impounded under Vehicle Code § 22651(n)), a municipal lot posted to allow RV parking, vehicles owned by a federal, state, or local agency, parking authorized by a special event permit, and a temporary suspension the Director of Emergency Services may declare during a local state of emergency (§ 28-155(a)(2)-(6)).

The ordinance defines "recreational vehicle" broadly to include state-code recreational vehicles, camp trailers, fifth-wheel travel trailers, house cars, trailer coaches, mobilehomes, semi-trailers, boats and boat trailers, equipment or animal-transport trailers, and folding camper trailers (§ 28-155(b)). A violation of the parking prohibition is an infraction (§ 28-155(c)), and any RV, trailer or boat left in violation may be removed and impounded under California Vehicle Code § 22651(n) (§ 28-155(d)), which authorizes removal whenever local authorities have by ordinance prohibited the parking and authorized removal, provided signs give notice.
