Under UCMC §7.04.040, residents and businesses may not set solid waste containers at the curb earlier than sunset of the day before collection, and carts must be moved back from the place of collection before midnight on the collection day. The City's Single-Family Residential service guide directs residents to place all three carts (gray landfill, blue recycle, green compost) out by 6:00 a.m. on the scheduled pickup day, keep at least two feet between containers and obstacles, face carts toward the street with wheels against the curb, keep lids closed, and avoid overloading. Carts left in long-term public view also become a blight nuisance under Chapter 7.16.
Improper container storage is enforced under UCMC §7.04.040 (placement timing) and, if carts are chronically left in public view, as a nuisance under Chapter 7.16, subject to citation and abatement. The hauler may also decline improperly set-out carts.
