Union City Municipal Code Chapter 7.16 prohibits blighting conditions on residential and nonresidential property, including junk, debris, broken structures, and accumulated materials visible from the street that fall out of harmony with the neighborhood.
UCMC Chapter 7.16 (Property Maintenance) sets minimum standards for both residential (§7.16.030 visible, §7.16.040 not visible) and nonresidential property (§7.16.050, §7.16.060). Conditions deemed a public nuisance under §7.16.080 include accumulations of boxes, bins, containers, firewood, lumber, junk, trash, or salvage materials; overgrown vegetation likely to harbor rats or vermin; dead, decayed, diseased, or hazardous trees; and any condition 'so out of harmony with the standards of the property in the vicinity' that it diminishes neighborhood property values. Inoperable vehicles may sit in public view no more than 72 consecutive hours before being stored in an enclosed building (§7.16.030). The City may pursue abatement and cost recovery under §§7.16.090–7.16.100.
A Chapter 7.16 violation is a public nuisance (§7.16.080) subject to administrative citation, abatement, and cost recovery as a lien (§§7.16.090–7.16.100). Each day a condition continues is a separate offense; the City may abate and bill the owner.
