On residential lots of 2.5 acres or less in unincorporated Boulder County, weeds and brush over nine inches that create a nuisance must be removed under Land Use Code Article 14. Dilapidated, uninhabited structures are separately regulated as 'unsafe structures.'
Article 14 targets neglected and vacant parcels two ways. First, on residential lots of two and one-half acres or less, overgrown 'weeds and brush' greater than nine inches that cause a public hazard or nuisance must be abated (designated noxious weeds fall under the county's Weed Management Plan instead). Second, an 'unsafe structure' includes a dilapidated building unused by the owner or uninhabited because of deterioration, that is a fire hazard, threatens adjoining property, or is frequented by trespassers. Both are handled through the same complaint, notice, and abatement process. Vacant lots inside city limits are governed by that municipality.
County follows notice-and-abatement: ordinarily 30 days to comply, then abatement billed to the owner. Weeds-and-brush abatement adds up to a 10% inspection charge; unpaid bills draw a 10% collection penalty via the tax rolls.
