The Allen County Property Maintenance/Minimum Housing Code directly addresses vacant land. Under Allen County Code 6-8-5-4, all vacant structures and premises, or vacant land, must be maintained in a safe, secure, and sanitary condition so as not to cause a blighting problem or adversely affect public health or safety; the only stated exception is land designed primarily for agricultural purposes. Accumulations of rubbish on a vacant parcel also violate the exterior-property sanitary requirement (6-8-6-3). Enforcement is by the Allen County Building Department in the unincorporated area; there is no separate county vacant-lot registration program. Vacant lots inside Fort Wayne or New Haven are handled by those cities' codes.
A vacant lot allowed to become a blight or unsanitary violates Allen County Code 6-8-5-4 and is subject to a $1-$500 daily fine (6-8-19-1) plus abatement at the owner's cost.
