Upon the failure of the owner of such vacant property to cut such grass, weeds or other foreign growth, or contain or remove running bamboo, as provided in such notice, the director may have such grass, weeds, and other foreign growth cut and charge the cost and expense to the owner of the property and may collect these costs and expenses as taxes are collected.
