020 prohibits soliciting, asking or begging in an 'aggressive manner' in any public place, defining aggressive manner to include following or approaching someone in a way likely to cause fear of bodily harm or property loss, intentionally touching a person or occupied vehicle without consent, blocking a pedestrian's or vehicle's path so they must take evasive action, using violent or threatening gestures, persisting after being told no, or using profane or abusive language likely to provoke a violent reaction. 030 makes all solicitation illegal, aggressive or not, within 15 feet of any bank, savings and loan, credit union or check-cashing business entrance during business hours, and within 15 feet of any ATM while it is available for customer use; it also bars approaching vehicle occupants to solicit, bans solicitation in any public parking lot or structure after dark (defined as half an hour after sunset to half an hour before sunrise), and bans solicitation on any public transportation vehicle carrying ten or more passengers or a for-hire vehicle. Exemptions exist for on-premises business solicitations, lawful towing, and emergency vehicle repairs. 360, is automatically reinstated.
