Warner Robins, GA Public Conduct: Aggressive Panhandling (2026)

Sec. 10-129(a) prohibits aggressive panhandling, begging, or charitable or political solicitation at any time, anywhere in the city, as defined in Sec. 10-127. That definition covers confronting someone in a way that would cause a reasonable person to fear bodily harm, touching someone without consent, using obscene or abusive language while soliciting, continuing to solicit after a negative response, blocking a person's path, or intimidating someone into giving money. Sec. 10-128 protects passive panhandling, begging, or charitable and political solicitation as speech everywhere in the city except where Sec.

10-130 and Sec. 10-131 expressly prohibit it. Sec. 10-130 bars both passive and aggressive solicitation within 20 feet of an ATM or financial institution, within 20 feet of a public bus stop, within 20 feet of a business or public accommodation entrance, in outdoor restaurant seating areas during operating hours, and in designated high-pedestrian commercial districts. Sec. 10-131 separately bars solicitation on streets and highways and on traffic medians providing less than eight square feet of standing space, or on any median along the five named high-speed/high-traffic corridors: Watson Boulevard/Ga.

Hwy. 247C, Russell Parkway, Houston Lake Road, Ga. Hwy. 96, and Moody Road. The council may carve out up to 60 days a year for permitted charitable solicitation and up to 5 days for election-related solicitation in these restricted zones, subject to a documented public safety plan.
