Summary

Pedestrians crossing a county roadway anywhere other than a marked or unmarked crosswalk must yield the right-of-way to every vehicle on the road. Between two signal-controlled intersections, pedestrians may cross only within a marked crosswalk, and a nearby pedestrian tunnel or overhead crossing must be used when one exists.

City-specific rules exist: Knoxville has its own jaywalking rules that differ from Knox County's county-level regulations. If you live in Knoxville, check the city-specific page instead.

Full Breakdown

Section 62-298 governs pedestrian crossings outside crosswalks. Subsection (a) requires any pedestrian crossing a roadway at a point other than within a marked crosswalk, or an unmarked crosswalk at an intersection, to yield the right-of-way to every vehicle on that roadway; the duty to yield falls entirely on the pedestrian in that situation. Subsection (b) extends the same yield obligation to a pedestrian crossing where the county has provided a pedestrian tunnel or overhead crossing instead of a street-level crossing. Subsection (c) tightens the rule further between adjacent intersections controlled by traffic signals: in that stretch, pedestrians may not cross at any point except within a marked crosswalk, closing off the unmarked-crosswalk option that exists elsewhere in the code.

Subsection (d) requires pedestrians to comply strictly with any official traffic control signal governing their crossing. The section works alongside Sec. 62-297, which gives pedestrians in a marked or unmarked intersection crosswalk the right-of-way over vehicles when no signal is controlling the crossing, so the crosswalk itself is what shifts the legal duty from the pedestrian to the driver. General obedience to traffic devices is separately required of pedestrians under Sec. 62-296, and county sheriff's deputies enforce all of Article VII's pedestrian rules under the general traffic-enforcement authority in Sec. 62-83.

Violations & Fines

Crossing outside a crosswalk without yielding, or crossing mid-block between signalized intersections, is enforced under Chapter 62's general penalty at Sec. 62-86(a): a fine of not less than $25.00 nor more than $500.00 for each separate offense. The code does not create a distinct pedestrian-specific fine schedule for this violation.

Frequently Asked Questions

Can I get a ticket for crossing outside a crosswalk in unincorporated Knox County?
Yes. Section 62-298(a) requires a pedestrian crossing anywhere other than a marked or unmarked intersection crosswalk to yield the right-of-way to all vehicles, and failing to yield, or a collision resulting from it, is enforceable as a traffic violation carrying a $25.00 to $500.00 fine under Sec. 62-86(a).
Is crossing mid-block illegal between two signal-controlled intersections?
Yes. Section 62-298(c) specifically bars crossing anywhere except a marked crosswalk between adjacent intersections where traffic signals are operating, removing the unmarked-crosswalk option that applies at ordinary intersections elsewhere in the code.
What if there's a pedestrian bridge or tunnel near where I want to cross?
Section 62-298(b) requires a pedestrian to yield to vehicles if they cross at street level at a point where the county has provided a pedestrian tunnel or overhead crossing, effectively making the tunnel or bridge the crossing pedestrians are expected to use.
Do drivers have to yield to me if I'm in a marked crosswalk?
Yes, but that is a separate rule. Section 62-297 requires drivers to yield to pedestrians in a marked or unmarked intersection crosswalk when no signal controls the crossing; Sec. 62-298 only governs pedestrians crossing outside that protected space.
