m. Three exceptions apply: county and state employees may be present during those hours in the course of their duties; individuals with business with county or state employees or agencies located on the premises may be there while accompanied by, or meeting with, those employees for specific business purposes; and any individual may be on the grounds during curfew hours if the county manager has given specific written permission for ingress or egress for a defined purpose. A companion provision, Sec. on grounds and buildings belonging to the county board of education, with its own exceptions for school functions, business with the board of education, superintendent or principal permission, and use of playgrounds, athletic fields, and tennis courts.

The ordinances give sheriff's deputies and other sworn officers with jurisdiction in the county clear authority to remove or cite anyone found on county property, school property, or Hickory City Schools property outside the exception windows once the curfew hour has passed.
