Chapter 17's core rule sits in section 17-5: it is unlawful to make, continue, or cause to be made or continued any noise disturbance anywhere in the city. Section 17-1 defines that term broadly as any sound that is unreasonably loud, raucous, or jarring to a reasonable person, any sound affecting the health, safety, or welfare of others, or any sound that exceeds the maximum decibel levels set out in section 17-6, so a party can violate the ordinance either because neighbors find it objectively disruptive or because a meter reading exceeds the numeric table.

Section 17-3 assigns enforcement to designated noise control officers, a category that includes environmental inspectors, building and zoning inspectors, code enforcement officers, and police, any of whom can investigate a complaint and initiate a citation. Because a loud house party rarely has one identifiable noisemaker, the Code reaches the host through section 1-7: the occupant of any premises where a violation is apparent is deemed prima facie responsible for it and subject to the penalty, regardless of which guest was making the noise. For short-term rentals specifically, the city layers on a hard numeric cap of 20 people at a gathering and requires the property to carry a noise-monitoring device under the separate vacation rental article of Chapter 15. Every noise-disturbance violation is punished under section 1-6's general penalty.
