Under Sec. 22.02.006, any owner, agent, manager, caretaker, or occupant who allows conduct on a premises that causes public inconvenience, annoyance, or alarm, or disrupts nearby properties, is liable -- including fighting, threatening behavior, unreasonable noise, or obstructing traffic. A non-resident owner or landlord is presumed to allow repeat conduct once notified, and a second violation within 180 days of that notice is itself a violation. Police can order the crowd to disperse on scene.
