185 prohibits possessing any bottle, can or other receptacle containing an alcoholic beverage that has been opened, had its seal broken, or had contents partially removed, or consuming any alcoholic beverage, in a public park within the city that meets three conditions together: the city manager has designated the park as one where alcohol consumption is prohibited without a permit, the park has been posted with signs stating that consumption is prohibited without a permit, and the person does not hold a permit from the parks and recreation department allowing possession or consumption.
