Section 7 of the Parks Conduct Rules, titled 'Behavior' and adopted by Commissioners Court Order No. 10 on September 27, 1982, opens 'No person in a park shall' and lists Intoxicating Beverages first. ' The exception ties the county's park rule to whatever the Texas Alcoholic Beverage Code separately permits or restricts for open containers and public consumption; the county rule itself creates no permit process or set hours when alcohol is allowed, it defaults to state law's own terms. In practice, that makes the county's default posture a park-wide restriction, since a person consuming alcohol in a county park who is not covered by a specific state-law allowance is violating Section 7(1)(a).

The same Section 7 also addresses fireworks and explosives in item (2) and domestic animals in item (3), so the alcohol restriction sits among the county's core behavior rules for park visitors rather than standing as its own separate ordinance. Nothing in the rules distinguishes day-use parks from other county park facilities for this purpose; the restriction applies the same way to every park covered by the 1982 order.
